Update: For Windows 7 RTM, all you need to do is download the latest beta version of OpenVPN (2.1 RC20 at time of writing), install like an:y other program and then run OpenVPN GUI as an Adminstrator. Pretty straightforward now, thanks to the good people at OpenVPN!
When I tried installing the latest stable OpenVPN (2.0.9) in Windows 7 RC1 x64, I received a message stating the TAP driver is unsigned, and this version of Windows ONLY supports signed drivers. That may prove to be an interesting gotcha… I’m trying to think of what other hardware/virtual hardware I have that may have unsigned drivers.
Anyway, here’s a fix.
Basically you want to download from here http://openvpn.net/release/openvpn-2.1_rc15-install.exe and then set the compatibility (right click > Properties > Compatibility tab) to Windows Vista, and set it to run as an administrator. The install went fine for me, and the TAP driver is now signed in this RC. As mentioned in the brief note, but is quite important, you need to also run OpenVPN GUI as an administrator, otherwise any of the network level stuff (such as routing of networks) won’t work.

Go to http://openvpn.net/index.php/open-source/downloads.html and download the latest version, should solve the problem for you.

I had to do some extra tricks to Windows 7 Professional 64-bit to get this going:
1) If when you opened the installer it says something along the lines of Must be Installed in Windows go into properties and on the Compatibility tab activate it (the default of XP SP3 is fine) and then check run as admin.
2) Open the program and install. If you get an error for libeay32.dll find a proceed with the installation and find an install with a good version and copy the libeay32.dll file into Program Files/openvpn/bin/ and you’re set.
3) Make sure you set the program shortcut on the desktop to run as administrator or you won’t get an IP on connection.
Those three things I’ve seen in 80% of my installations. Less than half require #2, about 75% have #1 occur and 100% need #3.

OpenVPN 2.1.3 no longer has “unsigned driver” issues and should definitely be used. I just painlessly set up a VPN client connection in Windows 7 x64 with 2.1.3. Hooray for no more issues! (If you could update your post, that would be great–would definitely save folks some hassle.)

I double confirm the change here with OpenVPN 2.1rc22 and 2.2.2. One don’t even need to set execution compatibility for the installer at all. Guess the change might have happened since earlier 2.1 rc days.
