It's written in Python, it's exactly what you're looking for. It's a framework, rather than a full CMS. I'm learning it now. I found a Wordpress plugin/port for Joomla, and it does the job, but I'm just sick of the way it works. I might change to Drupal or something else... or just go back to Wordpress. I don't know yet.
